Decree respecting security guards : an essential pillar that must be modernized, not abolished.

Recent news has reminded us that, at a time when Quebec needs more security – not less – the idea of abolishing the Decree respecting security guards would be a major step backward and would directly threaten the rights of the thousands of agents who work every day to ensure our collective safety.

This decree is not a simple administrative framework: it guarantees a minimum standard for the thousands of agents who protect our communities daily. Wages, hours, premiums, leave – these are conditions negotiated collectively and applied across the entire sector to ensure stability, expertise, and fairness.

Without this framework, the risk is clear: fragmented working conditions, a “race to the bottom” and the rise of inequitable practices. This is exactly what the Parity Committee model is designed to prevent. The Parity Committee protects not only workers but also responsible employers by shielding them from unfair competition, undeclared work, and employers who would attempt to sidestep the rules.

 It is legitimate to want to adapt the law to today’s realities. Modernize, yes. Abolish, no. Because beyond being a labour relations issue, it is the quality and reliability of public security that are at stake. Defending this decree means defending collective safety, fairness, and the dignity of work.
