Several delays explain this discrepancy.
According to the Regulation respecting the monthly report, on the 15th day of each month the employer must send to the Parity Committee, along with its monthly payroll report on which all earnings paid to its employees are recorded, the mandatory and voluntary RRSP contributions for the previous month. For example, the employer must provide, before August 15, the report in which the earnings of its employees for the month of July and the related RRSP contributions are recorded.
When the monthly report and the payment by cheque of the RRSP contributions are received, the Parity Committee deposits the amounts and a waiting period of 14 days must be observed. At the same time, the Committee must also verify that the earnings entered on the monthly report comply with the minimum provisions of the Decree. Only once these two steps have been completed, is the Committee able to transfer the mandatory and voluntary RRSP contributions for the month concerned to the Fonds de solidarité FTQ. These transfers take place once a month.
